Why this tier

Mullin is placed in S / T0 for PvE by CN wiki/LittleBaike via Langrisser Fandom. This card is shown in its current base form from the upstream roster data. Source note: Auto-buffs Meteor, creates shadow clones that ramp damage, acts again consistently, teleports through shadows, and brings guard-disable utility. Key kit detail: Shadow Lady: ATK and DEF increase by (10, 15, 20, 25)%. At the end of the turn can target (1, 1, 2, 2) units and cast [Shadow Entanglement] on them: if the target is an ally, summons a 'phantom' that cannot act this turn; if the target is an enemy, casts [Shadow Entanglement] on them for 2 turns that cannot be immuned or removed. You can also choose one of enemy skills. If the enemy uses that skill or is killed by another ally, [Shadow Entanglement] is removed and a 'phantom' is summoned. (Summoned units cannot use [Shadow Entanglement]; the 'phantom' inherits all of Mullin's effects, her skill damage multiplier is halved and it disappears when receive fatal damage or when attacked by a skill in combat (it does not die but disappears without triggering any death effects). If there are already 2 other 'phantoms' on the field the newly summoned 'phantom' will disappear at the start of the next turn. Trigger cooldown: Can only use [Shadow Entanglement] again after 2 turns.) If Mullin has already performed an action when summoning the 'phantom' she can act again (once per turn).
